RICHMOND, Va. -- A water main break shut down the 900 block of West Franklin Street on the campus of Virginia Commonwealth University on Friday morning.
Photos and witness accounts showed water had flooded the street and sidewalks.
One witness reported some pavement has pushed up higher than the level of the sidewalk and trapped some cars in place.
