If this man knocked on your door — police want to hear from you

SPOTSYLVANIA COUNTY, Va. -- Investigators are interested in hearing from people who may have fallen victim to Richard Hare. Hare "targeted elderly citizens as potential victims for a construction fraud scam," according to an email from the Spotsylvania County Sheriff’s Office.

Hare was arrested this week and charged with Felony Contract Fraud and Deceptive Business Practices. He took about $74,000 from at least 30 people since December 2013, investigators said.

"Hare is believed to have utilized several business names, claiming to be the owner and operator of each. He approached the victims and solicited residential construction contracts, with a promise of renovations to their homes," Spotsylvania County Sheriff’s Captain Jeff Pearce said. "Hare then requested the customers provide him with a down payment for supplies. According to the victims, most of the jobs were neither started nor completed. Hare then absconded with the victims’ money."

In addition to Spotsylvania, Pearce said Hare also struck in Stafford and Fredericksburg.

The companies identified as fronts for Hare are:

  • All Pro Concrete
  • All Star Solutions
  • All Pro
  • All Pro Solutions
  • All Star Moisture and Environment Solutions
  • All Pro Contracting

"Anyone who believes they may have been a victim of Hare should contact their local law enforcement agency," Pearce said.
