RICHMOND, Va. — Traffic was backed up for miles on Interstate 95 north near the James River bridge (mile marker 74) in Richmond on Friday morning.
A disabled vehicle had the right lane of I-95 blocked, according to VDOT. The vehicle has since been removed.
Traffic was backed up four miles at 8 a.m.
