4 charged with 18 felonies including abduction and sex crimes in Hopewell

HOPEWELL, Va. -- Four Hopewell residents have been arrested and charged with more than a dozen felonies from abduction and kidnapping to aggravated Sexual Battery, and child abuse and neglect.

Police say their Hopewell Police Department Criminal Investigations Unit began an investigation after responding to a call for service involving a juvenile.

Officers responded to a residence in the 400 block of South 15th Avenue an Wednesday, June 10, at approximately 5:45 p.m.

An investigation, which included the collection of evidence and interviews, led to an arrest of four individuals and a combined 18 felony charges.

Danny Wayne Bailey, 55, was arrested on July 13 and charged with two counts of abduction and kidnapping, two counts of aggravated sexual battery, two counts attempt to poison and one count of object sexual penetration.

Bailey is currently being held at Riverside Regional Jail.

James Walter Loving, 61, was arrested on July, 15 and charged with two counts of abduction and kidnapping, two counts of aggravated sexual battery, two counts attempt to poison and one count of object sexual penetration.

Loving is currently being held at Riverside Regional Jail.

Brandy Marie Murray, 36, was arrested July 15 and charged with two counts of child abuse and neglect. She urrently being held at Riverside Regional Jail.

Edith Philips, 56, was arrested July 15 and charged with two counts of child abuse and neglect. She is currently being held at Riverside Regional Jail.

Police say the children involved in this case are in the custody of child protective services. Police have not released any additional information at this time.
