RICHMOND, Va. — A crash has closed the right lane of Interstate 95 North, near the Boulevard exit (mile marker 78), in Richmond. Traffic was backed up more than five miles at 8 a.m., according to VDOT. Police have not yet released details about the crash. This is a developing story.
