RICHMOND, Va. -- An investigation is underway following the discovery of a suspicious package containing a dead bird near the Bell Tower at the Virginia State Capitol Friday morning.
Video from the State Capitol showed police investigating the package.
Traffic was blocked near 10th and Bank Streets in downtown Richmond, but the "all clear" was given around 8:45 a.m.
