RICHMOND, Va. — More than 1,300 Dominion Virginia Power customers lost power Thursday morning near Westover Hills Boulevard in South Richmond.
Dominion’s website listed Thursday’s winter storm as the cause of the outage. 
The utility provided an estimated restoration time of between 1 p.m. – 5 p.m.
