RICHMOND, Va. -- The Richmond City Council has unanimously declared racism a public health crisis.

The declaration comes five months after Virginia lawmakers passed a similar resolution.

This resolution lays out a 10-point plan that includes new laws, public outreach efforts and anti-racism training for city officials and employees.

City leaders say that the declaration will allow more resources to be focused on systemic issues in the city, especially disparities in public health.
