RICHMOND, Va. -- Rain will be a lot more scattered this afternoon. Clouds will break for some sun in spots. We have shattered the record for warmest low temperature today (and perhaps for all of the Decembers in Richmond history), and we should set a new record high. Highs will be in the low to mid 70s for much of the area, but some spots across southeastern Virginia that got spared from some of the morning rain will break 80°.
