We do have clear skies, light winds, very dry air and an already cold air-mass in Virginia. Those ingredients are making this morning the coldest since late March in central Virginia, with widespread teens and low 20s.
In Richmond, the temperature dipped to 18 degrees, tying the record of 18 degrees that has stood since 1936.
