RICHMOND, Va. (WTVR) – All lanes are open on Interstate 95 after bridge work near Laburnum Avenue (mile marker 79) caused major north and southbound delays Thursday morning.
At one point, traffic on Interstate 95 was backed up five miles thru Richmond.
