RICHMOND, Va. -- Two friends are hoping to revive a long-derelict Southside building and make it part of the surrounding area’s restaurant scene. Justin White and Michael Kucera are preparing a mixed-use renovation for 3318 Semmes Ave., which sat vacant for decades near the intersection of Forest Hill Avenue.
