RICHMOND, Va. -- A suspect is in custody after what started as a call about a burglary turned into a pursuit and ended with a negotiation Saturday afternoon in Richmond.

A business owner called Richmond Police around 3:30 p.m. while following a car he said was involved in burglarizing his business.

Officers took over and tried to pull the suspect over, but police said he refused to stop.

That suspect eventually hit another car at the intersection of Bells and Castlewood roads and stopped at Jeff Davis Highway and Terminal Avenue.

"The suspect appeared to be experiencing a mental health crisis and refused to exit the vehicle," police said. "At one point the suspect poured a substance on himself and threatened to light himself on fire."

Officers negotiated with the man for 40 minutes, talked him out of the car and took him to VCU Medical Center for an evaluation.

Investigators said charges are pending.
