"A 2007 Honda CRV was traveling east on River Road when it was struck head-on by a 2017 Jeep Grand Cherokee [driven by Stine] heading west. The Jeep crossed the yellow dividing marker," a Chesterfield Police spokesperson wrote in an email. "The investigation indicates Stine had been drinking alcohol prior to the crash and was distracted by her cell phone prior to crossing the dividing line. Stine was transported to a local hospital with minor injuries."

The Honda driver, 23-year-old Jordan Barksdale, died at the hospital.

Stine was booked into the Chesterfield County Jail without bond.
