RICHMOND, Va. — The preliminary analysis of a substance found inside an envelope at the Attorney General’s office found the substance was protein based and likely not a threat.

Further testing was ordered to ensure everything was safe.

Hazmat crews were called to the office building on 9th Street in downtown Richmond after an employee opened the envelope and found the black substance.

Workers in the office building were ordered to stay put until the investigation was completed.
