UPDATE: “All lanes have reopened,” VDOT reported at 2:45 p.m. “A three-mile backup remains.”
RICHMOND, Va. (WTVR) – The left and center lanes of Interstate 95 north are closed south of Boulevard due to a crash, according to VDOT.
There is currently a two- mile backup.
