RICHMOND, Va. (WTVR) - "Yes, it is 4 degrees at 8:30 a.m. It's our coldest morning so far this winter season," CBS 6 meteorologist Carrie Rose tweeted Thursday morning.
The good news is, temperatures will rise above freezing by Thursday afternoon.

Thursday will be another mostly sunny and cold day, but highs should make it above freezing in most spots for about three hours this afternoon, which will help with snow-melt. The warm-up will continue into Friday as well, with highs reaching the mid to upper 40s.
