RICHMOND, Va. (WTVR)--The man Richmond police have arrested for a videotaped, wee-hour, nude, self-fondling stroll down a Fan District sidewalk last weekend is a registered sex offender who has three previous convictions for indecent exposure.
Richmond police arrested 47-year-old Brian Edward Duffy of South Richmond Thursday after a Fan resident gave investigators surveillance video shot in the area of Grove and Allen avenues at about 2 a.m. He’s charged with indecent exposure.
The high-resolution video shows a heavyset man getting out of his car clad only in a T-shirt, which he removes as he begins to fondle himself during his stroll down the dimly lit sidewalk. He ducks down behind a car when a vehicle drives down Grove Avenue. The man then throws his shirt back on and walks back to his car.
The resident was also able to provide police with a tag number and vehicle description. The man’s car is also seen in the video, driving slowly past the wide-angle camera, which the homeowner installed after a curbside car break-in.
Duffy, a managing partner in a web design and online solutions firm (according to his online work profile), has previous indecent exposure convictions in Richmond in 2008 and 2011 and another conviction in Henrico County in 2002, records show. He served time for the 2008 Richmond conviction.
The 2011 indecent exposure charge was a felony because it was his third strike. It also landed him on the sex offender registry as a non-violent offender.
Duffy has five years of prison time hanging over his head for the 2011 3rd strike conviction.
CBS 6 went to the Skilift Court residence off Forest Hill Drive listed on his arrest report and the sex offender registry, but got no answer.
Duffy is a drummer who has played in Richmond for years, most recently in a rock and roll band. It appears he’s from Pocomoke City, Maryland. He graduated from James Madison University in 1987, according to his online profile. He’s described as a nice, regular guy by an acquaintance.
During reporting for this story, CBS 6 learned that there are more than a few residents in the Fan District who have installed video-surveillance cameras to safeguard their property and nearby sidewalks and alleys.
There are also a number of other cameras on schools and businesses in the longtime residential district that features streets arrayed in a shape an old, hand-held fan.
Duffy is currently charged with misdemeanor indecent exposure. His next court hearing is Sept. 11 in Richmond General District Court.
