RICHMOND, Va. — Allegations of water leaks and shoddy construction at a Manchester apartment tower have pitted a local development group against an out-of-town investor that purchased the property five years ago.
The developers of River’s Edge are being sued by Denver, Colorado-based Four Mile Capital, which bought the 10-story building at 505 Porter St. in 2021 for nearly $50 million.
