RICHMOND, Va. -- For his latest restaurant in Scott’s Addition, Rick Lyons is looking to create a place where folks can take a beat. This week Lyons, owner of Lunch and Supper, is opening Hang RVA, a new Tex-Mex restaurant and bar, at 1215 Summit Ave. It’s opening in the space that Supper previously operated in before moving around the corner to 3023 W.
