Colonial Heights City Manager resigns, heads to Texas

COLONIAL HEIGHTS, Va. — Thomas L. Mattis, City Manager for the City of Colonial Heights since October 2010, announced today that he will resign, and accept a new job as City Manager in Elgin, Texas.

Elgin is a growing, small city located in the Austin metropolitan area.Mattis is orginially from Texas, and said is excited to return home to family.

“This is certainly a bittersweet situation for us as Colonial Heights has been great to me and my family. I have been blessed with a great staff, Mayors, and City Council in my time here,” Mattis said.

The City of Elgin, located in Bastrop and Travis Counties, is a full-service city with a current population of over 10,000.

“Tom has done an outstanding job serving the City of Colonial Heights. His dedication and leadership has made a positive impact to our community” said Mayor Greg Kochuba. “He will be greatly missed, but has an opportunity to return to Texas where is family is located. We wish him the best! ”

Elgin will be the seventh municipality Mattis has served as chief executive officer, in three different states over a 34-year career in public service.

Before Colonial Heights, Mattis served as City Manager in the Texas cities of Rosebud, Pilot Point, and Bonham; in addition to his previous tenure as CEO in Waterville, Ohio.
