RICHMOND, Va. — New traffic signals have been installed at the intersection of Broad Street and Wilkes Ridge Parkway in Goochland. The signals will begin flashing 9 a.m. to noon Tuesday and begin full-color operations 9 a.m. to noon Thursday. Follow the new traffic patterns.
