RICHMOND, Va. (WTVR) – A second man has been indicted on murder charges in connection to a deadly double shooting allegedly sparked by a fight over dog feces at a Richmond apartment building in April.

Police said brothers Ahkeem Philips, 28, and Ahmad Phillips, 24, were shot and killed around 10 p.m.  inside the Tobacco Factory Apartments along the 700 block of Stockton Street in South Richmond. The victims were reportedly shot in the head at close range.

Thirty-seven-year-old Darryl L. Jefferson, of the 2400 block of Cole Street, was indicted Thursday on two counts of murder and two counts of the use of a firearm in the commission of a felony.

Neighbors told CBS 6 News' Shelby Brown they were relieved that the suspected killers are now off the streets and behind bars.

Luke Schrader said he has seen an increase in police officers in that Southside area.

”It was kind of scary. I don’t feel safe. I’m pretty sure most people still want to leave,” added Schrader.

CBS 6 News spoke with several neighbors at the Manchester apartment building, but they didn’t feel comfortable speaking on camera. They too expressed relief that this additional arrest has been made.

CBS 6 Legal Analyst Todd Stone said there are many dimensions to this case and much to be considered by prosecutors.

“The fact that this argument went on for hours and some folks came from outside of the area with the purpose  of engaging in an argument,  and carrying weapons these are all things that will be considered. They’re going to look at the fact that the victims were laying on a gun and it might suggest they pulled out a gun and presented it. That might present a self defense stance. You also have to look at the other factors. Did he come to the scene with the intent of getting into a fight like this, and how many shots were fired?” added Stone.

Jefferson is in jail and is being held without bond. He is scheduled to be arraigned on these new charges Friday morning.

Twenty-year-old Randy Trent was arrested in April on a single charge of conspiracy to kill and murder in the second degree. He is scheduled to appear in on May 31.
