Richmond Police officer, garage attendant charged following fight

RICHMOND, Va. (WTVR) - A Richmond Police sergeant was arrested and charged with assault after a confrontation with a parking attendant at a downtown Richmond restaurant, according to court documents obtained by CBS 6 investigative reporter Catie Beck.

The parking attendant was also charged with assault stemming from the same incident.

A criminal complaint filed in Richmond courts showed Richmond Police Sergeant Anthony Papaleo became aggressive and yelled racial slurs at parking attendant, and former law enforcement officer, Wayne Spencer after Spencer would not open the garage gate around 2:00 a.m. on Sunday, Feb. 19.

According to the complaint, Spencer said he would not open the gate because Papaleo did not have a parking validation card.

Spencer said Papaleo got out of his car, grabbed him with both hands in the chest.

One day after Spencer filed his complaint, Sergeant Papaleo filed a complaint of his own.

He acknowledged a disagreement over payment, but said Spencer shoved the car door into his shoulder when he got out to help his friend who was getting sick.

Neither Richmond Police nor property managers at the garage have commented on the charges.
