RICHMOND, Va. -- A year after relinquishing the site to Henrico County and settling a debt dispute with its would-be arena operator, the development group behind the failed GreenCity project has filed for bankruptcy. Green City Partners, the entity led by Susan Eastridge and Michael Hallmark, filed for Chapter 7 bankruptcy protection Sept. 9.
