RICHMOND, Va. - A sea of red, white and blue is on display at the Virginia War Memorial in Richmond. It's called the Hill of Heroes. Recently, volunteers placed 12,000 American flags, representing the nearly 12,000 men and women who paid the ultimate sacrifice from World War II to present day.
