RICHMOND, Va. — A man and woman were charged for stealing signs from Capitol Square in downtown Richmond. Kenneth W. Proctor, 63, and Jeanne E. Proctor, 54, both of Ruther Glen, were charged with petit larceny, a Class 1 misdemeanor. The couple is accused of stealing two signs posted in Capitol Square as part of the 150th Anniversary of the Civil War.

“The signs, which displayed enlarged antique photo reproductions, were taken the morning of April 4th between 9:30 am and 10:00 am during the “Future of Richmond’s Past” event, which drew approximately 5,000 visitors to Capitol Square,” Capitol Police wrote in an email following the thefts. “The signs are the property of the National Park Service.”

The Proctors are due in Richmond General District Criminal Court on May 29.
