RICHMOND, Va. (WTVR) -- One group is calling for Virginia's Alcoholic Beverage Control to make big changes following the arrest of a University of Virginia student for carrying a pack of water.

Agents thought she was carrying beer out of a grocery store.

As a result, the president of the Rutherford Institute, John Whitehead, is calling for better training for ABC agents.

The institute suggests ABC have an oversight panel -- and volunteered to put it together for the agency.
