UPDATE: Waxy substance, not suspicious powder, found in letters sent to congressmen

VIRGINIA BEACH, Va. (WTVR) – There is new information about suspicious envelopes filled with powder that were sent to the offices of two Virginia congressmen last week.

Investigators now say it was not a powder, but a red, waxy substance inside the letters.

Police also say the substance was harmless and that they have identified the sender of the letters. However, there has been no word yet what the motive was.

The envelopes were discovered Friday at the offices of Scott Rigell and Randy Forbes.
