RICHMOND, Va. (WTVR) – Tropical Depression 16 strengthened to Tropical Storm Patty Thursday afternoon. Patty is barely at Tropical Storm force strength, but will mean a gusty, wet weekend for the Bahamas. Patty will likely hover on the Tropical Storm threshold this weekend, but be a Depression again by the time it tracks to Cuba early next week.
