RICHMOND -
Richmond Police arrested Cordell R. Hall, 23. Hall has been charged with manslaughter related to the July 7 fatal accident that occurred at Belt Boulevard and Hull Street.
Dennis C. Smith of the 1400 block of N. 19th Street died at the crash scene.
The 5:06 a.m. crash involved a 2000 Ford Crown Victoria driven by Hall and a flatbed wrecker. Hall's vehicle was traveling westbound on Hull Street at a high rate of speed when he entered the intersection on a red light and collided into the eastbound flatbed wrecker. The wrecker was making a left hand turn from Hull Street onto Belt Boulevard.
The crash team investigation revealed that the driver of the flatbed wrecker entered the intersection on a green arrow.
Speed enforcement continues to be a priority for the Richmond Police Department's Traffic Division. The Traffic Division conducts numerous speed initiatives each and every week throughout the city.
If you are violating the posted speed limits in the city you will get a ticket.
