RICHMOND, VA (WTVR) - A Florida civil rights group is asking the U.S. Department of Justice to investigate civil rights abuse allegations against two Virginia state troopers.
The group claims the troopers used excessive force, racial slurs, ethnic jokes and vulgar language against a Hispanic doctor after she crashed her car on I-395 in July.
The group distributed a state police dash cam video showing a scuffle as Dr. Maria I. Ferrer was arrested for refusing to sign her ticket.
It also captures the comments of the arresting officers.
"For all I know she works at Taco Bell... jalapeño police report," could be heard on the video.
The woman's lawyer says she refused to sign the ticket was confused after suffering a head injury.
Virginia State Police sent CBS 6 the following statement about the claims Friday:
"On Friday, Nov. 18, 2011, the Virginia State Police received a formal letter of complaint from the Florida Civil Rights Association and a Dr. Maria I. Ferrer concerning a traffic crash involving Dr. Ferrer that occurred July 3, 2011, in Arlington County. The accusations levied by the association and Dr. Ferrer are under internal, administrative review.
Prior to receiving this complaint, the Department had already self-initiated a review of the arrest. Immediately following the incident, the trooper, in accordance with Department policy, notified his supervisor of the difficulty he had had in placing Dr. Ferrar under arrest. During the course of that internal investigation, the Department initiated a second investigation to examine the trooper’s verbal conduct at the scene. The administrative investigation remains ongoing at this time.
Any allegations against a state police employee of inappropriate conduct are taken very seriously and undergo thorough examination. The Virginia State Police is a fully-accredited law enforcement organization that upholds its duty to fairly and justly serve and protect all citizens, no matter one's ethnicity, race or gender.
CRASH DETAILS: On July 3, 2011, at approximately 2:19 p.m., Virginia State Police responded to single-vehicle crash in the southbound lanes of I-395 at the Pentagon. A vehicle driven by Maria I. Ferrer of New York left the southbound travel lanes and proceeded into the closed-off HOV entrance ramp. She struck several of the HOV gates that were in position to prevent traffic from using entering the HOV lanes. Ferrer was treated at the scene by medical personnel. She was charged with failure to possess a driver’s license and reckless driving. When she refused to comply with the trooper and sign the two summonses - as required by state law - she was charged with one count of obstruction of justice and taken into custody. She was then transported to Arlington County Jail."
